The simple difference is purpose. Use topsoil where the final surface needs to support grass, plants, or a finished landscape. Use fill dirt where the job is mainly to add volume, build grade, or fill space below the finished layer.
Choose topsoil when
- The area will be seeded, sodded, or planted

- The fill depth is shallow and part of the finished landscape
Choose fill dirt when
- You are raising grade before a final surface layer
- You are filling deeper low spots
